Summary

Singapore's neobanking sector is entering a new phase as the Monetary Authority of Singapore's digital banking licensing framework reshapes the competitive landscape. The city-state's regulatory approach, combined with existing digital banking spin-offs and new licence holders, is positioning Singapore within the broader Asia Pacific neobanking race.

The Monetary Authority of Singapore introduced two licence categories, Digital Full Bank and Digital Wholesale Bank, with consortiums led by Sea, and jointly by Grab and Singtel, securing Digital Full Bank approval, while Ant Financial and a consortium including Greenland Financial Holdings and Linklogis Hong Kong secured Digital Wholesale Bank licences. Existing digital banking players such as Digibank, Frank by OCBC, Revolut, and Aspire are benchmarked against a five-part framework spanning customer centricity, customer reach, product stack, partnership ecosystem, and open banking readiness.

These neobanks differentiate through gamification, multi-currency account offerings such as Revolut's support for 28 currencies, youth-focused accounts like Frank by OCBC's offering for students under 26, and unique lending products such as overdraft facilities, even as they face a structural challenge given the country's near-universal banked population and ageing demographic profile. Aspire's partnerships with RBL Bank, DBS, and Railsbank illustrate how smaller players lean on traditional banking licences to operate. Open banking initiatives, including the government-backed API Exchange launched in 2018 and a joint Finance-as-a-Service API playbook from MAS and the Association of Banks in Singapore, are further shaping the technical foundation for future digital banking competition.

For financial services strategists and investors evaluating Singapore's digital banking landscape, these dynamics show how new licence holders and established digital spin-offs are expected to compete for market share as the regulatory framework matures.
